You know what these are really going to become right? This is totally the new 19 twink gear. At 70+, we have access to a lot of great gear. Some of us will get these, others will go with any of the other epic stuff out there we can work towards.
However at 19, a lot of the time we are limited to what we can get through the AH or running Deadmines. These heirloom items guarantee that twinks will now have a high quality level 19 item in every slot (possibly with powerful enchants as well?). For better or for worse, this is really going to shape battlegrounds in the favor of players who are not leveling up their first toons. I forsee new players becoming very frustrated in the battlegrounds...

Uhm, and that would be different from the current situation how? Twinks are usually alts.
