No, The reason they're only transerring Horde players from Magtheridon is because there's 10000x more Horde players than Alliance because of a certain guild Nihilum/SK/25th/whatever they're called these days. Not because it's the seemingly "least busy"

Do you really think that Magtheridon - Home of one of the world's top guilds is the least busy? I'm almost willing to bet that Maggy Horde has more people than other servers on that list have total.

So no, not least busy. Just the one with the most people concentrated on one faction
