Wow...you guys posted a screen shot, and linked to the item....

It clearly states BoP.

On a more serious note, I would guess that the increased drop rate correlates with a specific Zone. That Zone, being appropriate to the level at which Blizzard wanted you to learn the new bandages. Why? God only knows...
