It's done like this to prevent power leveling, like they did with all other proffessions, like cooking you need to do daily's to get tokens, and others you need to do daily research.

But the drop rate is rediculous, and does only drop if you don't have it. I was lvl 72 I think and my guild was in a 74 instance, and my guild had me come around. It dropped off the first mob, and I was the only one to see it, so I took it. (I think it was VH). It's just a messure to make sure we don't get it TO early, since Blizz is all about balance now.
