I know this is a lore question, but, the goblins were part of the Horde in the Warcraft RTS games. How did they become a neutral faction in WoW?

Only one of the many trade princes allied with the horde, but after the Second War, goblins as a whole decided it was more profitable to serve both sides.

Not all of Steamwheedle is Neutral in WoW. Notice all the Goblin Steamwheedle Bruisers guarding the Horde Zeppelins. They're hostile to Alliance. Neutral, my ass.

Those guys are protecting the Zeppelin, which I assume the trade prince who runs the zeppelin system has made a contract of sorts with the horde. So in essence, when they attack alliance they are doing their job as security guards.
