Actually, the guy on Krasus Landing will give you the Nesingwary quest when you're the appropriate level (76, I think) and will also lend you a plane to get there if you talk to him after you accepted the quest.
But he will not give you a plane after you completed the quest. So once you arrived in Shol, you should complete the quest line from the guy that's a bit outside the camp, he will ask you for a plane engine and after around 3 quests he will have his plane repaired and you will have access to the flight point.
