Honestly, I don't see the problem with switching out race, unless $15 is more than it would take to process it, which I truly, truly doubt. Put it on a three month timer. The worst it's going to do is generate more income for Blizzard. None of the quest or rep stuff is really that relevant.Although I guess now that it's easy enough to level characters, it's less of a big deal.

The racial change ability would/could easily destroy WoW.If we assume the ability would limit you to only selecting a race within the faction you originally chose and only races that could also be the class you currently are then we'd still have problems with racial quests/rewards. Not only that, and to my mind most importantly. Everyone would be the same. Racial abilities give slight advantages in certain areas and these days are frequently subject to "flavour of the month-itis" the only thing that limits how bad it is is the levelling process.These days i barely ever see a non tauren horde tank myself whilst in the old days seeing a tauren at all was quite rare and these people likely re-rolled at least. Imagine if all competitive tanks wanted to "be the best" and so rolled the respective race, DPS and healers likewise. Guilds would start putting demands on their players to min/max via racial abilities where possible and this is just PvE there are several races many people would like to swap to gain small advantages in PvP. I mean lets face it the main reason people want to change race is for the abilities not the RP or aesthetic reason.Gender is a harmless change but race is far from harmless... unless we remove racial abilities... which i'm personally very much against.Having a class change ability would be equally as game changing and potentialy damaging and we should all recogise why.It's bad enough we all wear identical looking gear to utilize the old "best-in-slot"(Worst of all for cloth wearers at least rogues/druids have different leathers, shamans/hunters different mail armour etc. Spriests/locks/mages simply look the same) lets not remove any identity at all from the game. I very much hope this is as far as they go with this paid customisation business.
