Yup, I can see why they wouldn't allow class changes...before you know it people would be changing to whatever is currently overpowered after the latest patch.
Like Paladins? Remember when they were super-overpowered between patch 3.0 and the release of Lich King? Now, what if suddenly EVERYONE was a paladin!
But race...I honestly don't think that a few tiny racial abilities and minor stat differences is reason enough to restrict it.

Easy way to curb that use of the tool: changing your class comes with an Achievement, "Indecisive". The Indecisive achievement carries a mandatory title, "-come-lately", which appears in addition to other titles and only becomes optional after 90 days. Thus, if I changed my priest to a paladin, she'd show up as "Ambassador Theande-come-lately" for three months, and everyone would know that I hadn't actually leveled a paladin to 80.
