Bosses of "lvl80" instances (actually 78 is their real level) have different loot tables on normal and heroic. leeka's shield requires lvl 78, so it is probably a normal-only drop. Wowwiki also puts it there on the malganis page http://www.wowwiki.com/Mal%27Ganis_(tactics)
