Survival Hunters can chain trap with Freezing Arrow, I've done it myself in Heroic Oculus.
Resourcefulness does reduce the cooldown, up to six seconds off with 3 points, I believe. Reducing the cooldown to 24 seconds.
Trap Mastery increases the duration of the trap itself to 26 seconds....more that enough time for a SV Hunter (who's paying attention) to chain trap.
