Given the relative ease of the new raids eg Naxx, is it likely the Pugs are going to be successful earlier in the game, kinda like Kara was once everyone got used to it?
Or does it still require a more structured raid set up like early Kara did? A regular group plugging at it to get the fights down.

Assuming at least some of the people in the pug have some semblance of a clue and you've got decent class balance, I'd say it's entirely possible to pug Naxx10/25 with minimal hiccups. It's certainly easier on the gear reqs than Kara was at TBC launch...

Whether or not it is viable by design, this is what I see happening.
Due to the different amounts of free time and leveling vs questing vs tradeskill vs achievement vs PvP focuses of different people, there are people in my guild not yet 75, and others that have been 80 after the 1st week. At any one time we usually have maybe 10 members online, so this expansion has actually been quite harmful for my guild. Everyone has splintered off to pursue their own goals, meaning that basically every run for anyone is the guild is a PuG, with a few exceptions. The 80s in my guild are starting to clear the higher-level heroics, after which I have no doubt they'll be looking to hop into Naxx.
