I don't know about the Alliance version, but the Horde quest "Slay them All!" definitely does give credit for kills made outside Icecrown. I completed it several times by going to Storm Peaks and killing players who were doing Sons of Hodir dailies.

I suspect this may be a bug, because the quest text plainly says "in Icecrown", but for now, you can complete the quest by killing players in any Northrend zone. Not sure about the rest of Azeroth or Outland.
