There is a memo that was lost in the Blizzard "Itemization Department."

"Hey guys,

We're gutting the Elemental Shaman's hit talents. They'll lose 6% hit. Please make sure to give them the proper amount of hit as now it is as important as for other casters. Otherwise they'll be competing with the tanks for DPS and that will suck.

I don't think anyone noticed and they're still assuming that Elemental will do okay with the new talents without looking to see how many misses those poor, gimped, shaman have.
