My favorite number is 15. It allows for one or two people to have technical problems or need to go afk for a bit without wiping, and is small enough to feel like a "team." 25 is pretty good, and certainly feels epic enough. 40 was actually pretty boring, as I recall, and most of the time you could just /follow somebody with the same result as if you were actively working hard at it.
