The Light and How to Swing It: Gearing up your Retribution Paladin for Hit

So first things first. We make out Hit cap, which frees up our gems and enchants for the all-important Strength. At Level 80, every 32.8 Hit Rating gives us 1% Hit, which means that we'll need a total of about 262.4 to reach the cap or 8%. Raid bosses are considered to be Level 83, three levels above max level -- hence the skull, so we'll need 8%, or 3% above the 5% base chance to miss targets of the same level. Fortunately, there's a whole lot of +Hit DPS plate in Northrend that we won't struggle to hit that cap at all. Here's a quick guide to gearing up our Retribution Paladins for +Hit.
1. Head
If you want a sure thing, you should head over to Utgarde Pinnacle and get Vengeance Be Mine!, the quest to kill King Ymiron. You can do this on Heroic or Normal modes and be rewarded with the Faceguard of Punishment, which gives a whopping 68 Hit Rating. If you're up to facing Loken in heroic Halls of Lightning, however, the Planetary Helm is a better option with better stats overall but slightly less Hit.
If you don't want to head to an instance but have Gold to spare, the world drop Skullcage of Eternal Terror gives decent Hit and a hefty amount of Crit, too. Of course, since you're in a spending mood, why not get a Blacksmith to craft you a Spiked Titansteel Helm? It's stats will change in Patch 3.0.8, losing Agility and gaining Critical Strike rating as well as a blue socket. While somewhat pricey, helms are one of the harder pieces to replace in a raid and this should last you well into your 25-mans.
2. Shoulder
The shoulders are generally the most difficult item to upgrade into epics, as the only epic shoulders are Tier 7 pieces, zone drops from Naxxramas, and Arena gear with ratings requirements. Until then, you'll have to settle for a pretty decent blue, the Pauldrons of the Lightning Revenant, which drop off Ionar in normal Halls of Lightning. You won't really need the +Stamina socket bonus but you're going to get it anyway, as it's a red slot perfect for a Bold gem.
If you're unlucky with drops, make sure to pick up Diametrically Opposed going into the Halls of Lightning. The quest requires you to kill Volkhan and rewards the Mantle of Volkhan. As you can see, a trip to the Halls of Lightning is pretty much worth it for Retribution Paladins.
3. Chest
Since the Tier 7 chest has no Hit rating, you'll do well to look and be satisfied with blues in the chest slot for the meantime. Novos the Summoner in heroic Drak'tharon Keep drops the Breastplate of Undeath while Eck the Ferocious in heroic Gundrak drops the Engraved Chestplate of Eck. The latter wins out slightly due to having more Hit as well as two sockets. If you're not yet ready for heroics -- but really, who isn't? -- you can hit normal Oculus and hope Varos Cloudstrider drops the Wing Commander's Breastplate.
4. Waist
You know why Halls of Lightning is so awesome? No, it's not because of Loken. It's because it's sort of the one-stop-shop for melee DPS plate with Hit. Take The General's Steel Girdle, for example. It drops off General Bjarngrim, the instance's first boss. Barring heroics, you can give the Culling of Stratholme a shot where Salramm the Fleshcrafter drops Spiked Metal Clice.
5. Legs
The legs slot is one of the easiest to upgrade with a Hit piece and will likely be the one slot which you'll get most of your +Hit from. The ultimate goal pre-Naxxramas should be the Staggering Legplates from heroic Utgarde Keep, arguably the easiest heroic in the game. With two sockets, a massive +80 Hit, these epic pants will serve any Retadin well into the 25-mans and perhaps even until Ulduar. Even Tier 7 legs are a mere sidegrade, with 80 Hit Rating freeing up a lot of points in other slots.
Varos Cloudstrider in heroic Oculus has a pair of blue legplates that aren't too shabby, either. The Legplates of the Oculus Guardian don't have sockets but has decent stats overall, some Agility, and a nearly-as-massive 77 Hit Rating. Lastly, anyone who has leveled in Dragonblight -- and you should, really -- will be picking up the Warchief's or Wrynn's Legplates of Carnage from the supremely epic questline that leads to The Battle for the Undercity.
6. Feet
Not too many great +Hit plate for the feet, but there are options. The Berserker's Sabatons are a zone drop from Utgarde Pinnacle, so some might luck out while doing the place. The Auction House might be a better place to hope for it, though, although I wouldn't recommend shelling out the Gold unless you're starved for Hit. Alternatively, you can pick up Trollkickers from doing One of a Kind in Gundrak. Still, the Hit on these plate pieces aren't so high that you should go out of your way for them.
7. Wrist
The wrist slots are also better served with pure Strength items and other stats, but it's easy enough to put something there with Hit. Blacksmiths can craft Vengeance Bindings with only twelve Saronite Bars and an Eternal Fire, so why not? Cast Iron Shackles are a world drop BoE that you might chance upon at the Auction House. Just like the boots, if you don't have +Hit in this slot, don't sweat it, specially if you have high numbers elsewhere.
8. Hands
On the other hand, the hand slot has an excellent piece in the Cache of Eregos in heroic Oculus. The Gauntlets of Dragon Wrath are the best gloves a Retribution Paladin can get pre-raids, and will probably serve you well into Naxxramas. There are also the Gauntlets of the Culling which you'll receive the very first time you do the Culling of Stratholme, in the quest to accompany Arthas as he does his dastardly deeds. It's not epic, but it's a whopping +50 Hit.
9. Weapon
You just can't go wrong with a 2-hander with enough top-end and +Hit to boot. This makes investing in a Titansteel Destroyer worth it, as it makes any drop from normal Naxxramas a sidegrade. I can't recommend anything less because as Retribution Paladins, our weapons make up a large part of our DPS, so getting the bigger, badder weapon is key. If you simply don't have the cash for this, though, there's the perfectly free Dreadlord's Blade after you scare off Mal'ganis in the Culling of Stratholme.
It's important to note that getting all of these pieces will push you way past the Hit cap, which will end up hurting your DPS instead of helping it. 262.4 is also the cap you'll need for raids -- it is too much for heroics and more so in PvP, where you'll need even less. It's key to hit the cap if you want to consider yourself raid-ready and optimize your DPS. Ideally, you can pick up all the epic items on the list, which pushes your Hit to 232, making you completely competitive for heroics and even graduate from them. After capping your Hit, concentrate on stacking as much Strength as possible and worry about the other stats later. Have fun!

I guess I was wrong... crit != ret pally....or +crit while lvling..+hit on 80. i'm confused =/

Hi Juan,
You won't need much Hit while leveling because you normally engage mobs that are about the same level as you and while solo, the miss rate won't matter much because you're not racing a DPS fight. On the other hand, when you hit 80 and start doing instances, heroics, and eventually raids, you'll need enough +Hit to make your DPS competitive.
Bosses in instances will be above your level. In raids it's effectively 73, which means you'll need enough +Hit to actually have most of your attacks land. Crit will come, you shouldn't worry too much about it, although once you've hit the Hit cap, you can use all your remaining slots to pick gear with crit.

One important thing to remember is that you only need that much +hit against raid BOSSES. Against level 80-82 targets, which is pretty much anything you'll be fighting that isn't a raid boss (including raid trash and heroic bosses), you need a lot less than that, and the rest is just going to waste.
I find it's good to work towards those +hit items so you can be competitive on boss fights, but also try to find other similar items without +hit, maybe with crit or haste instead, to swap out the rest of the time.

90% of players. Please do not encourage people who have just hit 80 and still can't out dps a tank to go pug heroics. We have enough problems with aoe happy idiots who have geared without having to deal with undergeared scrubs.

I find Rating Buster an excellent addon when deciding if an item is an upgrade of not. It'll convert the stats into figures, also taking into account Divine Strength.
Once you have enough hit, you can start subtracting and balancing out to keep just above that cap, just to make sure. The next rating you want to start collecting is expertise, to eliminate dodges, but you don't need an awfully large amount of that.
For tanking, I've recently got myself defense capped, using the Titansteel Shield Wall, the level 78 Blacksmith created legs and gloves, the chest, cloak and boots from Wyrmrest, and the rest being collected from various instances. I still use the trinket from SL. The best advice for tanks is to get the high defense gear, and gem for it where you can.

Keep in mind that while you need 8-9% hit for your melee, it's probably good to have a bit more to make sure your spells are hitting as well.

What spells? They changed practically everything we use over to melee hit with 3.0. I don't think the reduced miss chance on exorcism is worth the item points, personally.

Not true vexis58. While they merged +spell hit with +hit, Paladins still cast spells, and the amount if +hit required is different for being hit capped with 2h weapon vs. casting a spell. If you study a combat log for a few minutes you see that many of our abilities are still from the Holy spell school. I am hit capped for 2h, but still miss occasionally with my spells. It takes more +hit to be hit capped for your spells including consecration, judgements, seal of command/martyr/blood, etc.

Actually the only spells that use "spell hit rating" in a ret pally's arsenal is exorcism/holy wrath/consecration (And only the first consecration tick IIRC). Judgements/seals are calculated as melee hit.

Current player testing shows us needing less +hit (likely due to a bug). Some are even reporting a 5% hit cap, probably due to the precision talent change.
Point is 7% seems to be landing everything. If you want the math and testing, head over to the EJ forums.

The 'ghost hit', yes. But considering it's a bug, it's probably unwise to ask players to gear with factoring it in. I'm fairly certain it'll be hotfixed sometime. =(

Even at 0 hit, STR is still the best stat to stack point for point, but its a rather moot point since you can't get high-ilevel epics with just strength.

If you are a Draenei, the racial ability Heroic Presence increases your hit chance by 1%. This makes it a little easier to reach the hit cap.

hmm well.... to me hit rating doesnt do crap to me
having 500 hit rating is the same as having 30 hit rating
hit hit hit miss then the rest hit
i know for the fact that it really is the same, had around 400 before then i changed my gear to test it, and yet the outcome was the same
yes i even had around 13 or 18 expertise and yet i still miss the same amount w/o expertise
its still about crit... cuz ret pallies is all about BURST damage
and also haste rating DOES help better than hit rating
i get around 2.20 seconds with all my cds librams, sadly no trinks

How long did you test this? When did you test it? What did you test it against? These questions mean a lot.
If you tested for 20 hits, you could have gotten lucky. If you tested it against a equal level mob, you had a better chance to hit than you do against a boss. If you tested it in BC, you could only have 99% to hit, at max. All of these are important questions.
Most likely, you data was faulty. Hit is one of, if not THE best stat to get point for point.

You mention expertise, are you sure you are missing the strikes and not having them parried/dodged? Also, are we talking about level 80 trash/overworld mobs or are these level 83 bosses? I mean it is great to stack crit (though past keeping Vengeance up at all times you really should be working strength), but hits that don't hit can not by definition crit.
I hate to fall into the appeal to authority logical fallacy, but when every single expert on DPS (Melee, ranged or spell based) says stack enough hit to minimize misses while not dropping too much damage stats, then that is what you do.
Burst is for PVP and only PVP man, sustained damage is for PVE.
