I'm sorry, but this is totally necessary. Yes, it sucks for PVE, but Armor Pen needed a rating to prevent it from staying overpowered in PVP. A warrior will not get a 5 stack of sunder in a PVP situation. But Armor Pen gets its full value right off the bat. Unless you want to make cloth classes even more worthless than they currently are, deal with it.Or, get Blizzard to make stats have differing effects versus mobs and players.

since +pen is a percentage it's either equally effective at penetrating armour across all classes, or less effective at cloth wearers, depending on how you look at it.the pvp angle is a good point, and anything that can make hunters last an extra second or two is a good thing. Still, more of these stats need we get from items need to be filtering down to our pets to make them in turn not as squishy in pvp.

Since armor has diminishing returns, cloth wearers always take more damage from armor penetration, even when the amount reduced is a %.

Not an issue really. Itemize PvP gear with stats for PvP. Itemize PvE gear with stats for that. Since itemization is done, the above translates as "choose gear with PvP stats for PvP and with PvE stats for PvE". to do that you need to know how the stats work and the article explains that well.
