In some countries, such as France I belive where blizzard has its European HQ, if you have knowledge of somebody about to commit suicide and do nothing you can be prosecuted.

On the moral side of things, nothing is ever bad enough to warrant taking your own life and if somebody informs people before they do it generally they want to be stopped and its a cry for help.
