I believe that is the case here in the United States. There are many institutions, especially ones that involve children, that require anyone hearing someone threaten to commit suicide to report it. I'm not fully sure of all the regulations and cases, though.
The GM probably wasn't required to report it, actually, but it was absolutely the right thing to do.
