There are a lot of mods that do that.

Classtimer, Coolings, Cooldowntimers, sct will also alert you when a spell is ready I believe but my favorite is tellmewhen. It will show the spell icon when the ablility is ready or on cool down depending how you have it setup. It can also be configured to only show in combat or any time.
