Well, I don't think your idea is the dumbest idea ever, but I do think it's at best a short-term solution...and something I'm pretty sure Blizzard has already done. I may be wrong, but I do seem to recall getting a message on some occasions about creating a new character on some over populated realms.

It really is only good for short periods of time though, to give a realm's population a chance to sort out, as over the long term, people are going to be more upset that they can't create a toon to be with friends.
