Yeah, that's what I would do. Unfortunately I don't think blizzard is ready to implement this sort of solution. Figuring out name collisions and everything else would be a huge amount of work for them at this time for what is a relativly minor issue all things considered.

Realm transfers really don't work, and I don't know why people are always clamoring for Blizzard to make a new realm. Everyone expects everyone ELSE to transfer. See the problem? Hardly anyone ever does. There's a LOT of reasons people to get attached to their server, so merging them is probably only the real way of injecting people into low pop PvP servers. PvE servers are a different story since they can just fill up by being put on the recommended list. If you scroll down the server list and look at the "population" there are a LOT of PvP servers on that list...
