Sorry - you're thinking of patch 3.1, the Ulduar patch. (Which I can't wait for! Here's to hoping 3.0.8 out the door means a 3.1 PTR ASAP!)

Duel specs may not even be included in 3.1, they haven't given a target release at all (else than Soon™).
