Blizzard could make it like Nexus, with mobs spawning around the stone. (The Nexus stone was also not working for last night; worked early in the evening, but not later.)

I agree that it's sad that Blizzard needs to design around people who lack common courtesy. On the other hand, Blizzard knows about this sort of problem, and by now should be part of their design plan to prevent this sort of issue.

Another solution would be to put patrolling guards near the stone that rough you up if you loiter.
