heres my suggestions (some are just speculation since they cannot be performed yet) for pvp realms that have a huge difference in horde:alliance ratio: ( pretend a sever has more alliance than horde)

1) only allow horde chars to be made on that realm until the ratio
is balanced.
2) make free horde transfers to that realm from other realms.
3) see if blizz will possibly make horde NPC's stronger.
4) make that realm temperarilly ( spelled wrong) PVE.

and if you want to choose a pvp realm, i would say choose a pvp realm with a medium population density, and if you choose pve, choose a pve realm with a high population density.
