In general, Alliance greatly outnumber Horde. Capping the population of factions when it reaches a percentage higher than its opposition wouldn't work simply because of that imbalance. Picture every server being closed to the faction you want to play, and you can see where the problem lies.In addition, there are other concerns. Physical proximity to servers increases performance, and reduces load on the server end. New players are often interested in playing with friends, and often disinterested in playing with only strangers just because someone they don't know made a gnome. Monitoring the populations would be a nightmare, especially if the actually relevant information like peak hour realm population and the like were taken into account.Long story short, it's a bad idea that really can't work well. In game population imbalance is significantly less of an issue.
