Silent Bob types are exactly the reason I almost never PUG. If I wanted to play Diablo II, I'd play Diablo II. It's a far better game for somebody who just wants to slaughter things and collect loot. If I'm feeling unsociable, I solo. When I group, I play to make friends and have fun tackling challenges with other people.
I would much rather play with a talkative person who needs help playing his/her class (and is willing to learn) than with an amazingly good but silent player.
Being sociable works for me, too. I'm well aware that as a combat-swords rogue in the current state of the game and as a non-minmaxing player in general, my DPS is less than impressive. However, I'm a good team player, I don't do stupid things that wipe the group, and I'm friendly and fun to play with. The last two groups I've done Heroics with have invited me along to future runs over other DPS who probably did more damage but were stone silent during the group.

Has it occurred to you that just maybe people are silent in a pug because they're just shy? I never say anything in pugs outside of "business" talk, because I'm uncomfortable around strangers and it takes me a long time to open up to people. If someone speaks to me I respond because it's just polite but I have no desire to yap with strangers. Comments like yours are why I don't pug anymore unless I absolutely have to or a guildie needs help in one. I would rather go without the rep than have to put up with chatty jerks being all judgmental and obnoxious just because my anxiety disorder means I don't join in banal small talk with people I don't know.
You social butterfly types need to be less judgmental and understand everyone playing the game isn't like you, and everyone playing the game does not play for the same reasons you do.
