Eh. It's all the more important to communicate in PuGs. When I run with one of my regular groups, or at least my regular tanks (my main's a healer) and we know the instance well, then we can go through the whole thing without a word about what's going on in the run. Not that we do, where's the fun in not needling each other about gear that never drops, or screwed up pulls?
PuGs? Unless the group is seriously overgeared for the instance, non-communication will probably equal wipe, especially if the tank doesn't communicate.
