I think Blizzard is affected by the economic situation but I don't think that faster patches and the bugs are a problem because of that. It seems strange that even if they had been cutting costs that it would have affected that so much that fast. Honestly I think blizzard had some unknown reason to us to get the patch out at a certain time, that perhaps there were bug fixes that we didn't know about. Of course all we see are the ones that jump out at us. It just feels like there wasn't enough information to the patch problem. Nonetheless they are fixing it now, which says that they are able to handle it.
Saying that cutting costs is the reason for patch problems would lead to thinking that blizzard got rid of 1/3 or 1/2 their staff that works on patches, and they would NOT do that, because it would jeopardize the future fixes and patches unless they immediately hired more people, therefore defeating the purpose of getting rid of workers.
It had to be a problem there-side that we're unaware of. As far as people development side and patch side they have enough money to keep those people on, like I said, considering the importance of those people. (Also, I am NOT one of those people that think blizzard is just raking the cash, understand even they have a lot of 'bills' to pay)
Just my thoughts..

They've lost a lot of players for one reason or another, but not as much as people might think.
The numbers show a sharp rise in subscriptions for Wow.
Bliz is likely using their talent pool in a multi-tasking way, so cutting costs works out better for them in the long run.
But it can't be stressed enough that if Bliz scares off their player base it will be in for a rough run. They need to keep bringing a good experience to players.
Whenever Bliz nerfs something, something will get buffed later on. Please expect really TOUGH instances in the relatively near future.
I would hope for a difficult quest chain to get into the next iteration.
