This analysis strikes me entirely as something being pulled out of thin air, to put it politely. It boils down to 'my guild is done with raid content and the last patch was buggy, this must mean that Blizzard is cutting costs because, well it just has to!'.

Blizzard repeatedly stated that they felt the intro raid content in BC was too difficult (and therefore, not enough people eventually got to see BT), so they were going to make it easier, and here it is. If anyone is surprised, they just haven't been paying attention.
