True, reaching any cap besides the YHC can be postponed in the absence of gear availability with ample amounts of hit on it; however as a general rule Rogues with access to enough +hit and +expertise gear to meet these caps should aim FOR these caps and NOT above them. It's not about "you must have X hit rating to not be bad" it's about "this is the amount of hit rating considered to be sufficient".
