This is sort of like wondering why your 450 miner doesn't get saronite out of copper nodes. The skin drops you get don't have anything to do with the level of your skinning skill, but with the level of the mob. It's always been that way, with every gathering skill.

Although I've often thought that it'd be a nice bonus to leveling a gathering skill if you got more stuff out of lower-level nodes the higher your skill level.
