Even in the DK section, "will scale much better" Thats not how blizzard would write it. Maybe "Improved scaling" but not how it is.

Also the Divine Plea berf (buff+nerf) never gonna happen. Blizz won't remove the 20% healing penalty as then it is quite OP.
