The devs were talking about some upgraded Atiesh back in the day. Anyway, I think it'd be totally cool, if we got the Ashbringer at the end of some epic quest chain, so like slaying Arthas at the end, and then Fordring just hands it over.

At Blizzcon this past year, one of the Devs mentioned that casters were overdue for a legendary since they didn't get one in BC. I don't think that they explicitly said anything about Atiesh, nor did they explicitly state that casters would definitely be getting a legendary.
