I totally disagree. Legendary implies that these items transcend history itself, and are some of the most powerful items ever to exist. I think legendary weapons should scale with the owner, as he or she gains power and experience, the power of the weapon grows. Just because they know how to better utilize it. I mean, how legendary is Thunderfury now that a blacksmith can craft something that is superior?
