Here's my take on the Legendaries...we now have Legacy items which level with the character...why not do the same for Legendaries?

The Warglaives are beyond epic so their stats should most likely be better then anything currently in the game for that given level...I believe the current max dps for a 1 hander is about 156...why not have the warglaives just a step above that?
