Upcoming 3.1 class changes: Rogue, Priest, Shaman
Development just relayed major class changes coming in content patch 3.1 for rogues, priests, and shaman on the forums. Eyonix advises the list is in no way comprehensive, is subject to change, and is likely to receive additions as the weeks go by. Major class changes include:
- Priest's Divine Spirit is now a base ability of all Priests.
- Priest's Power Word: Barrier, a new Disc Priest talent that acts like a Power Word: Shield for the entire group.
- Rogue's Killing Spree increases damage an additional 20%.
- Rogue's Mace Spec now additionally increases haste.
- Shaman's Mana Spring and Healing Spring totems combined, along with Poison Cleansing and Disease Cleansing combined.
- Shaman's Spirit Weapons now reduces all threat.
- Shaman's Chain Lightning now hits 4 targets.
Class changes so far:
PRIEST
- Divine Spirit – this spell is now a core ability available to all priests.
- Discipline has access to a new talent, Power Word: Barrier. (Think of it as Power Word: Shield for your whole group).
- Several area of effect (AOE) heal spells have been improved: Prayer of Healing can be cast on any groups in your raid party. Holy Nova's mana cost has been reduced. Circle of Healing now heals for more.
- Shadow priest PvP survivability has been improved: Shadow Form now reduces magic as well as physical damage. Dispersion now removes snares.
- Penance – this spell can now be targeted on the priest.
- Serendipity – this talent now reduces the cast time of Greater Heal and Prayer of Healing when Binding Heal or Flash Heal are cast.
- We are also working to give Holy additional PvP utility.
ROGUE
- Hunger for Blood – instead of a self-buff, this ability can only be used when there is a bleed effect on the target. However, it has no stacks and grants a 15% damage bonus.
- Adrenaline Rush – the cooldown on this ability has been lowered.
- Lightning Reflexes – reduced to 3 ranks. In addition to 2/4/6% dodge, this talent now also grants 4/7/10% passive melee haste.
- Killing Spree – while this ability is active, the rogue does 20% additional damage.
- Savage Combat – now causes 2/4% physical damage done.
- Mace Specialization – this talent now grants haste in addition to armor penetration.
SHAMAN
- Chain Lightning – now jumps to 4 targets but does less damage. We wanted to make the distinction between Lightning Bolt and Chain Lightning more clear.
- Storm, Earth and Fire – this talent now increases all damage done by Flame Shock, not just periodic damage.
- Spirit Weapons – now reduces all threat, not just melee threat.
- Unleashed Rage – reduced to 2 ranks, now also increases your critical strike chance with melee attacks by 1/2%.
- Totem streamlining: The Mana Spring and Healing Stream Totems have been combined. The Disease Cleansing and Poison Cleansing Totems have been combined.
- We are also working on giving Enhancement and Elemental more PvP utility.

It's not a straight buff though, but a re-purposing, making it more useful, but not simply more powerful. Sure if 1/5 of your raid was priests, POH wouldn't need this change, but any less than that and they've got one spell that's reduced in utility.

If The change to HfB is true, Bliz just made the 51-st talent in assassination useless to PvE rogues.
Why I do feel like we truly are the class that they don't care about?

Are you not keeping rupture (your bleed effect) up during a boss fight? If not I think you need to change up your finishers a bit.
I've not yet used a HfB spec because I'm too lazy to keep three abilities up at this point. Maybe after this change I'll give it a shot.

Holy crap yes, this is ALMOST enough to make me stop playing my Paladin and go back to playing Shaman.
Almost, but killing 15 things at a time is too fun to go back to 1v1-ing things.

Regarding HfB:
It only works when there's a bleeding effect on the target the rogue's attacking? If that's so, it's a good buff, since you wont have to restack it if you lose it by accident, and well, 6%+ dmg than the current version..
Kinda stating the obvious, anyway.

Wow blizzard totally nerfed hunger for blood. I thought it was a pain before too keep the stacks up, but now its worthless. Guess i gotta go Combat again...

This is freaking awesome TBH, this will increase shaman healing by a nice chunk, since a geared resto shaman causes healing totem to tick for 500+.

The priest changes are actually really, really a beautiful thing. Besides the whole dispersion thing. Yeah, I can see it will help somewhat, but really I still think the spell itself needs a complete overhaul/replacement of some sort.
I'm a little anxious to see what the new trees will actually look like though.
Oh, and Power Word: Barrier? Sounds like it could be a little OP...but we'll see once the actual spell details are released. Could be a very nice spell though. Also looks like the Blizz is trying to get Greater Heal back into healing rotations, and that I like.

Love all the priest changes. Except Serendipity. Yeah, this is more in line with "fun" healing, but personally I'd raather have the mana back.

As a HAT rogue, meh, none of these changes apply to me...
But also as a Resto shaman, woooooo! Very nice totem changes, not as nice as some of the ideas that were tossed around when they asked for input, but 2 less buttons on my action bars is always nice.

I'm cautiously optimistic about the change to HfB -- Rupture should be up as much as possible so no problem there. And like others have said, in a raid situation hopefully there will already be bleed effects applied to a boss.
6% more damage is nothing to sneeze at. The rotation will change a bit, but that's cool! Muti still looks like it'll be fun, I'm so worried Blizz will dumb it down or nerf it.
And will HfB no longer cleanse bleed effects from self?
This will suck for mobs immune to bleed though. Hopefully Blizz won't be adding too many of those in the game.

I seriously expect the Power Word: barrier spell to be too overpowered for encounteres like Loatheb, where you cannot heal all the time.
