Perhaps the haste could be a trainable talent for hunters, removing the suggested problem of warriors and rogues having additional haste on ranged attacks.

That would mean that a hunter would have to spec for what Blizzard is taking away with the quiver

Attach it either to the item that replaces ammo, scaling up with higher level items, or a skill that is trained at certain levels

but definitely not a talent
