Shouldn't dragonhawk be horde only?

Did you know that there are other elves in the lore and World of Warcraft as well? The blood elves were once high elves, before the destruction of the Sunwell. But there are still high elves left. Vereesa Windrunner for example is a high elf that didn't convert to a blood elf.The high elves used dragonhawks as mounts long before the blood elves came. Dalaran is a neutral magical city habited by high elves, so it's not strange that they offer dragonhawks to the Alliance as well.

Alliance can team up with the Blood Elves of the Scryers, though.Who knows, maybe the High Elves of the Silver Covenant in Dalaran have a dragonhawk stable somewhere...

High elves ride them too, and they're sticking with the Alliance, so no.
