Blame your lawmakers, it's their fault. I think CT is one of the states that if anything requires an entry fee it's considered gambling.
This is why things like McDonalds Monopoly has their silly "no purchase required" on their contests and will mail you the pieces for free if you request them.
Blizzard would have to either let everyone from CT do it for free, or tell them to get lost. Guess which one makes more money?

That still doesn't completely make sense, since we have casinos and gambling and none of that stuff is illegal.
