So for the last umpteen number of years people just kind of walked past the GIGANTIC CITY LIKE STRUCTURE and was like "I wonder if there's anything interesting to explore around here...."

To be fair, Ulduar is across a gap from the rest of the Storm Peaks, and the Storm peaks themselves are very isolated unless you have access to some sort of flying mount or vehicle. It's not hard to imagine the races of the Alliance had no idea what was up there until recently.

Now, obviously the Frostborn, Sons of Hodir and Taunka probably knew Ulduar was up there.
