I mean Uldaur is a Tier 8 raid... and you started by saying "I'm hoping Ulduar is still available to non-raiders." It shouldn't be. You should have to have mostly Naxx gear to get any place in there. I don't mean attunements, but the encounters should be hard enough that you can't just go in in quest greens and get anywhere. That's the whole IDEA of having tiers and progressions.
You say you're not in a guild but would love to raid so I assume you PUG. I'd encourage you to find a guild that works with your playstyle though. I did that because I just have no interest in raiding more than 2x a week. But when we raid we're serious - we flask, grab buff foods, push people to gem and enchant gear, start on time. All you need is 10 people and you can see everything. 10 ppl, 2 times a week for 3 hours or so. If you really love to raid, go do it (or start your own guild!).
