I think you are somewhat missing the point.
Firstly, Sarth3D was completed long before raid resets would have allowed for anywhere near that quality gear. As a fight, it revolves around good cooldown use, fair dps and good positioning. It's not nearly as difficult as you claim.
Secondly, this means that Blizzard can simulate raid resets and gearing up much faster than usual. This means that good groups ie. the guilds that will get world firsts, can test content very specifically to Blizz deadlines.
Also, what harm does it do to give people who have spent a lot of time and effort to get on the PTR some good gear? Even if a pug fails, they can have a good time and probably be just as valuable bug testers as elite guilds; it doesn't hurt anybody.
