unfortunately the change to black ice giving 10% shadow damage has been changed again according to mmo champion

its now 20% frost damage down from 30% with no shadow damage tacted on.

Forget at 10% damage nerf, am I reading that wrong or is Howling Blast now cost 51 talent points AND do 80% less damage?
