Well, the Argent Tournament wasn't really stated either. I think the main reason why there are undocumented changes is because they are going to see if it does work out on the PTR servers before actually putting forth it onto the actual patch. Afterall, wow players are creative; they might come up with a new way of tanking Sarth 3D with some of the proposed changes and Blizzard doesn't want to make that too easy...well until the new expansion and stuff...
