It's not a matter of a point or not. The fact is, the people that make the changes (developers) are not the ones that write about the changes. A lot of times those people don't even directly talk, or the notes are based on an outdated build. It's usually not deliberate. It's just a matter of resources; would you rather each patch took an extra day or two to make sure all notes were correct and translated into each language properly?
