"If you dual spec at 40 and in the process find out that you made a mistake on either one of your specs and need to fix it, is the cost 1000g again or the normal progression in cost to change a spec? Also, say you are leveling a pally and dual spec Ret and Prot and then get to 80 and want to do Prot and Holy. Are we looking at another 1000g?"
No. There is a one time 1000g fee to purchase the ability to have a second spec. After that, normal respecing fees apply to change each of your two specs.

"What is the instance portal in between the Trade district and Old Town in Stormwind that is currently blocked off?"
The portal belongs to The Vault, a max level instance akin to the Stockades. But the instance isn't made and the portal doesn't go anywhere. Hopefully one day something will be done with it. You can find out some more information at WoWWiki on The Vault.

Yes and no. It provides a greater temporal advantage - gaining rep takes less time. But it doesn't provide anything over that. And truth be told, I wouldn't be surprised to see it go away at some point. Arthas is giving Humanity quite a bad rap with the rest of the world...

It's an internet thing. It began here around the time the beta dropped, but god only knows where it started. We delete them as we see them, and readers generally rate them down.

It will be a permanent event, where you end up building some structures for the tournament itself. You can find more information via our Argent Tournament page. It is not a world event, and not a PvP event either (although I wouldn't be surprised if there are PvP components to it).

That UI is called SpartanUI. Its available on Curse. I installed it this past weekend and its pretty nice. It takes some getting used to...adjusting your eyes to look at the bottom for minimap and party healthbars (i'm a healer). Its pretty customizable too (and uses the bar mod called Bartender) and I have set mine up to use all 10 bars in various capacities.
My only issue with it is that the healing addon I used, Healer Buttons, does not work well with it due to the way the party nameplates stackup, but I have reverted back to using healbot instead. This probably wont be an issue for most people since I dont think many people use Healer Buttons anymore.
