Diplomacy only applies to factions that aren't inherently hostile and at least willing to dicker. Varian Wynn has diplomacy where he feels like using it..... such as getting the bulk of the Alliance to send it's best to Northrend. Wynn simply has no interest in being diplomatic to the Horde. (just as well the lore of a game called "Warcraft" would kind of stall out if the leaders of both sides were peacenik wannabees. :)

And sometimes all the diplomacy in the world won't help :) After all even Jaina is red to the most tolerant PC orc you can find.
