Did Resilience fail in Wrath?

Ghostcrawler chimes in with Blizzard's analysis of how this happened in Wrath of the Lich King. He explains how PvE content was made very accessible, thus giving many players access to powerful gear (or weapons) while introductory PvP gear came much later and was difficult to get. This resulted in players entering Arenas with low life and no resilience -- you can probably imagine how that turned out. It didn't help that classes were dealing too much burst to begin with, which led to class changes through several patches. A final point he mentions is how BC granted a lot of Stamina that wasn't replicated in Wrath, which made players "feel a little fragile initially".
Ghostcrawler prefaced his post by saying that Blizzard increased the budget of Resilience -- which means it eats up a lot more item points for a lot less bang -- because PvP gear in The Burning Crusade was too attractive. This "forced a lot of players to feel like they were supposed to head to the Arena," in order to be competitive. Ironically, this isn't any different now despite the different tiers of PvP gear available. The best gear is still only accessible through Arenas.
This is the problem. Unless you compete in high level Arena play, you're unlikely to feel the benefits of full Resilience. You simply won't have access to the necessary gear, specially in the current environment where it takes a whopping 82 Resilience Rating per 1% of Resilience. For casual PvPers -- and even though Blizzard never quite acknowledges them, always considering Arena play as their baseline -- PvP will always be a burst affair.
The addition of a set bonus to the crafted PvP sets is a case of too little, too late. It's a good move, but by the time Patch 3.1 rolls around, it will be time for Season 6 and anyone wearing the crafted PvP sets to Arenas are gimping themselves. One important point that Ghostcrawler made is Blizzard is considering launching the next Arena season at the same time as the first tier of the next raid content, which should help narrow the gap between PvE and PvP gear acquisition.
Resilience didn't exactly fail in Wrath. It just didn't get to players on time. Many players are slowly feeling the effects of toned down burst as well as healer dominance (once again). Particularly in high rated Arenas, it has become rather difficult to burst anything down. Healers are essential to comps and with the Tournament Realms granting access to the best Arena gear, players will be able to feel the difference. Current gear is still a ways off from the Resilience soft cap, but it's getting there. Season 6 is just around the corner, after all.

So between one lucky drop in heroic VoA, some valorous badges, some heroic badges, some BG honor, and some WG marks, my resto shaman now has a mis-matched, short-handed PvP gear set with a whopping 540 resilience.
It makes a HUGE difference in my survivability. I can withstand focus fire from two or three DPS classes (like DK, SV Hunter, and Ret Pally) long enough for help to arrive and change the situation. I very rarely get killed in BGs anymore.
I've never set foot in an arena on this character before. So I would say that my experience is in stark contrast to the gloomy picture painted by the article. Am I that unique in my experience? I'm casually doing BGs and WGs between raids (yes, paying 50g a pop to respec and pick up pvp-oriented talents) and slowly accumulated middle-of-the road PVP gear and I'm finding that as I do so, my ability to compete and contribute in those environments has improved substantially.

Back in TBC, it was argued initially that resilience was garbage because at low levels it bought you little for what you were giving up. Less than three months after those statements were made, you either had 300+ resilience or you weren't a serious arena player because it was essential to survival.
The only real issue so far in Lich is that they inflated the budget for resilience too much (80+ for 1% is ridiculous, but they bought the farm by stacking so much of it on the gear the way they did).
Give it time and we'll see the same TBC scenario play out in WotLK. Resilience will be more important again within 6 months I'd imagine.

That comment was in reference to PvE (you saw a lot of casters running around with merciless/vengeful staves instead of PvE ones because they were better and easier to get than equivalent raiding epics) not to arena gear versus battleground gear.

Yeah, the only reason I did PvP in BC was to get epics I was not able to get from raiding. They may not have been as good as the Arena gear or the top raid gear, but it helped a lot (never got a replacement weapon until 80 due to weak rewards)

I had the same problem. I play at strongly off-prime hours for basically any server in my hemisphere where my natural language is the expected/main language on the servers. Since the population was so low I simply could not get into any raids for anything more than Gruul... and I was only able to do that maybe 5 times. PvP was the only way I could progress my PvE gear. I hope 10-man raiding in Wrath will see the death of the off-hour stranded raider.

That's funny. I thought people in the 2000+ bracket win trading, selling team spots, and re-rolling teams for the fun of steam rolling through people in the 1500s when they're bored was what ruined Arenas.

I think he means the addition of arena rating as a requirement to buying pvp gear. It was a terrible idea in my opinion. And don't even talk to me about skill. This game takes none, just time. That's not necessarily a bad thing. PvP is so broken in this game it's insane.

No, the rating requirements actually solved alot of problems. I like both pvp and pve, but when players were just farming honor for pvp gear to use in pve, it was just stupid. The easiest and best epics for pve should not be acquireable in pvp.
I would consider myself a very "casual" player, and I have an almost 2k rated team. It's really not that hard.
The days of PvP freebie epics are over, thankfully.
Now if only they made PvE freebie epics go away... (vault and naxx, anyone)

'Did' would refer to a past tense. Wrath is not done yet.
