This is my only complaint with the skill. It is WAY too low cost for it to be able to break a class-defining skill that is a paladin's ONLY defense against being focus fired. I hope they at least make the effects sequential, i.e. it tries to do damage first, then lower armor, THEN break immunities, so paladins aren't COMPLETELY screwed by this one skill.
