The Tier 8 sets will drop in Ulduar, or there will be tokens that drop in Ulduar that you will use to buy the Tier 8 sets?

tokens will drop. It makes it less random, which is frustrating. Like VOA. Oh look a druid piece! Oh, its resto >.>
